Reason Why Rivers Civil Service Still Have Casuals

The Permanent Secretary of Rivers State Civil Service commission, Evangel Edmund Chukwuka Oloko has disclosed why the Rivers State Civil Service Commission still have casuals in its fold, after former governor of the state, Sir. (Dr.) Peter Odili regularized all the casuals in his administration.
Speaking to the chairman of the Rivers State Civil Service Commission, Sir, Ngo Martin-Yellowe via telephone on the issue, the Permanent Secretary said, Sir. Odili, regularized all casuals during his administration, but the casuals resurfaced suddenly through the aid of their relatives who are appointed commissioners into the state executive by the present administration. He noted that these commissioners with their influence in government used their position to engage their relations or associates into the civil service as casuals, pointing out that these are the people who after they have served up to five (5) to ten (10) years will be complaining that they have been casuals in the Civil Service for years without benefits.
Sir, Ngo Martin-Yellowe, the dawman of the Civil Service Commission in Rivers State corroborated the reason for the re-emergence of casuals in the system, stressing that the commissioners and some permanent secretaries are the cause of the casualization problem. He was categorical that the casuals were employed through the back door without any letter of appointment; it therefore becomes difficult for the authority to address their case, he stated. ###
