2012 Budget Is Fraught With Contradictions – ACN

The Action Congress of Nigeria ACN, Rivers State Chapter says the 2012 budget presentation by Governor Chibuike Rotimi Amaechi is a mere assemblage of papers from the various ministries and departments juxtaposed into a make-shift proposal which does not reflect the reality on ground.
Angered by what it described as a document fraught with contradictions, the ACN in a statement issued and signed by its publicity secretary, Jerry Needam said the budget lacks the basic principles and elements in an income and expenditure proposal.
According Jerry Needam, a budget most in specific terms show the expected revenue and projected expenditure for a given year besides stating the fiscal measures such as taxes to encourage or discourage the production or consumption of certain goods and services including borrowing patterns.
The statement noted that it is not enough to earmark money for completion of previous projects without articulating them one by one to convince the people on the bogus claims of government.
The ACN also queries Amaechi’s claim of spending only N74.38billion on capital projects out of the projected N268.76b up to the third quarter of 2011 (January-Sept), saying if this is so, there would not be as many projects as there are yet to be completed across the state.
In the social, security and transportation sectors, the ACN maintains that Amaechi has performed poorly as contrary to his claims insisting that , the lives of Rivers people have further degenerated leaving them only at the mercy of armed robbers and kidnappers while in their homes and yet another anti-people agents called TIMARIV while on the roads.
“Without realizing the implications of what it has done, the ACN said Amaechi has nailed himself by putting together this so called budget which has proved that he has run the most deceptive administration and uncoordinated economy in the history of Rivers State”.
